  To answer your question, the best way to send a shout out is by using the "blog" feature in your profile area. If you post a blog message it appears in your profile but it will also appear for a short time on the main page of the site. You can go to the main page of the site and look toward the top center of the page and see blog posts from others. You can do the same.. If you have questions, let me know.
