With the start of school, there is not only a lot of new things for first graders, but also for everyone who is switching from elementary school to secondary school. The Bielefeld police and the Bielefeld traffic watch give tips on how to get to school safely. The WESTFALEN-BLATT has summarized the most important questions and answers.

How should the way to school be trained?

The police say: "Train your child with him several times on the way to school. The training should of course be linked to school hours. A weekend with little traffic can only serve as an introductory training session."

This also applies to the use of public transport and the correct behavior at stops. If your child is dependent on public transport to get to school, OWL-Verkehr offers you a free "parent-child ticket" to train with buses and trains. The ticket entitles you to a one-time return trip for an adult accompanied by a child until August 18, subject to the conditions listed.

How do I find the best path for my child?

Arnd Schilack, Managing Director of Verkehrswacht: "The shortest route is not always the best." Schick advises that you ask the school in advance about plans to get to school. "A detour should be accepted in the case of dangerous spots such as large intersections or difficult traffic routing." When practicing, parents should explain the way to the children and explicitly point out danger spots such as exits. "After practicing several times, the child can then, conversely, lead a parent and explain the way to him." Easy paths should be practiced at least four times, difficult paths up to ten times.

What else is there to consider?

"It is also possible to walk behind the child at a certain distance and see whether it is thinking of everything," says Schick. If there are still uncertainties, it is advisable to continue accompanying the child on the way for the first time after starting school. "Of course, this also applies to the children who were unable to practice beforehand. It is also important that you take enough time in the morning. If the child goes off at the last minute and feels rushed, they are less attentive and may make mistakes more quickly in traffic," says the managing director of the Bielefelder Verkehrswacht.

What about the parent's taxi?

If possible, the car should be avoided, says the traffic watch. The first graders as well as older students do the exercise and the fresh air before school starts. If you are dependent on the car to get to school, you should not stop directly in front of the school gate to prevent traffic chaos and not endanger the children additionally. Parent stops have now been set up at most schools a short distance away. From these pick-up and drop-off zones, the children can safely walk the last part of the way, and some fresh air in the morning is good.

What about riding a bike?

The police recommend: Children should first take the bicycle test during primary school and only then cycle to school. And appeals to the parents: If your child rides a bike to school, then you should regularly take care of the perfect technical condition. Good equipment includes a bike helmet in the right size that can protect when worn correctly.

In a few weeks, the dark season will begin with autumn. What should I put attention to?

The police say: "Send your children to school in such a way that they are easily recognizable. You can increase safety by adding reflective elements to clothing or by using safety vests. This is a good investment for the coming dark season. Drivers can see pedestrians wearing reflective clothing around 150 meters earlier."

Crazy airbag jacket: a curiosity or a lifesaver for cyclists?https://www.fashionindustrynetwork.com/profiles/blogs/crazy-airbag-jacket-a-curiosity-or-a-lifesaver-for-cyclists2021-06-08T02:13:53.000Z2021-06-08T02:13:53.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

Urban Circus lives from crowdfunding projects. The young company has set itself the task of addressing the most important aspect of bicycle and e-bike safety: visibility.

The French have been regularly bringing new jackets for e-bikers and cyclists onto the market since 2016. The yellow or orange safety vests should be a thing of the past, instead, there are modern designs with an attractive pattern - reflective and with a signal effect.

Airbag jacket with recyclable protection for e-bikers

With its new product, Urban Circus goes one step further. The new airbag jacket is not only about visibility, but also safety in the event of a fall. The name says it all because the jacket works as a full-body airbag.

If the rider falls on the e-bike, this should be registered by the jacket within seconds. The valve of a gas cartridge opens and the pads inside the jacket are promptly filled with air. Before the falling victim hits the ground, the airbag is activated and absorbs the impact.

We already know a similar principle from the Hövding airbag helmet, which we were able to test for you. However, the airbag jacket does not protect the head, instead, there are air cushions on the neck, back and chest, and abdomen to protect the most sensitive parts of the body and organs.

In addition, Urban Circus offers you a decisive advantage. You don't have to exchange the entire jacket after a fall. Instead, you wait until the air cushions have deflated and got a new compressed air cartridge for the jacket from the manufacturer.

The airbag jacket starts in early June

The padding in the fall seems to work efficiently after the first test videos. However, whether the jacket can also prevent frequent injuries such as rupture of the spleen from the impact against the handlebar end will probably only become apparent with the first tests in real situations. According to the manufacturer, it only takes 0.08 seconds to completely vent the compressed air cylinder.

Despite its various functions, the jacket is also visually wearable in everyday biker life. If the jacket is not illuminated by a light source, you appear as inconspicuous as a ninja in it. The dark reflective surfaces only shine in different colors when they come into contact with light.

The airbag jacket will start on Kickstarter on Thursday, June 3, 2021. However, the price is quite high at 730 euros. If you compare the price of the airbag jacket with the almost 300 euros for the trendy Hövding helmet, however, the price is within a reasonable range. The technology is currently unique. And last but not least, it can save lives.

However, if you hurry, you can get a bargain. Thanks to a sponsor, Urban Circus can give away the first 20 airbag jackets for half the price. 365 euros seem to be worth a look, especially for the safety of commuters and frequent drivers.

With this rain gear for your bike you are safe and dry on the roadhttps://www.fashionindustrynetwork.com/profiles/blogs/with-this-rain-gear-for-your-bike-you-are-safe-and-dry-on-the2021-05-10T03:14:40.000Z2021-05-10T03:14:40.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

To be safe on the road as a cyclist even in rain and wet in the changeable spring and to stay dry, the right rain gear for the bike is essential. We show sensible rain protection from clothing to mudguards.

"There is no such thing as bad weather, there is only wrong clothing," they say. Especially on the bike, where you cannot protect yourself with an umbrella when it rains, it is important to have the right equipment. However, this is not limited to rainwear, the bike should also be properly equipped. We show you which rain gear makes sense for your bike to always be safe and dry on the road.

Rain gear for the bike: the right clothing from head to toe

If you want to cycle from A to B even in bad weather, you should have the appropriate clothing with you.

Practical rain poncho

The rain poncho for the bike offers comfortable all-around protection from head to knee. According to the manufacturer Hock, it is 100 percent waterproof. The reflective elements and the side viewing windows in the hood, which do not restrict your view, ensure safety. The poncho is also cut particularly wide in the handlebar area, which prevents blockages when steering and accidents.

The low weight, the sewn-in handles at handlebar height, and the hip strap with which the rain cape can be individually and precisely attached to the body are practical. So the poncho doesn't flutter in the wind while driving. Another plus is the front inner pocket, in which a smartphone and keys can be stowed. If it is dry, it can also serve as a space-saving storage bag for rain protection.

Comfortable rain jackets

Instead of a rain poncho, you can also use weatherproof functional jackets as practical rainwear. These have the advantage that they can also be worn for other outdoor activities.

The Jack Wolfskin cycling jackets are, however, perfectly designed for cyclists: they are cut a little longer at the back so that the back is completely covered even when cycling leaning forward. In addition, the hood is big enough that the bicycle helmet can fit underneath. Reflective tape details ensure better visibility.

The zippered jackets are not only waterproof but also breathable. So you don't break a sweat even when driving faster. The Atlas Tour JKT rain jacket by Jack Wolfskin for women and men is available in different colors. If you don't like them, you can read in this article about functional jackets which models were able to score points at Stiftung Warentest and are therefore also recommended.

Comfortable rain pants

If you don't wear a rain poncho and prefer to wear a rain jacket, you have to protect your legs for cycling, otherwise, your thighs, in particular, will get wet. Rain pants are simply pulled over normal clothing and protect them. They are therefore particularly light and of course also breathable.

According to the manufacturer, the women's model from Regatta is permanently water-repellent. It scores with an elastic waistband and sealed seams. The breathable trousers can also be easily cleaned in the washing machine. The only drawback of these rain pants: You have to do without reflectors.

The Vaude model for men, on the other hand, has reflective elements for better visibility. These rain pants are also waterproof, windproof, and breathable. It is also environmentally friendly and made from sustainable materials.

Overshoes for dry feet

Anyone who regularly travels by bike knows that when it rains you not only get wet from above, but also from splashing water from the street or other road users. Therefore, weatherproof jackets or rain ponchos are not enough to get through the traffic dry. Feet in particular remain unprotected even when wearing a rain poncho.

The practical overshoes from Vaude provide a remedy: Strip them over the shoes to keep feet dry and, thanks to their light color and reflectors, ensure additional safety. They completely cover the shoe and ankle so that rainwater has no chance.

Alternatively, you can of course use rain pants that protect your shoes at the same time. This also has the advantage that you have to carry less rain gear with you.

Rain cover for the bicycle helmet

In the broadest sense, rainwear also includes a helmet cover: If you wear a helmet, which we recommend to all cyclists, you can protect it, for example, with the waterproof cover from BTR. This keeps your head dry and you are more visible thanks to the reflectors. The cover is waterproof, windproof, breathable, and available in numerous colors. Thanks to the cord, it can be adapted to any bicycle helmet so that it does not slip.

Rain gear for the bike: matching luggage

If you cycle to work, you have to transport your laptop or documents, for example. But also privately you almost always have your smartphone, keys, and other everyday items with you. To store these safely and, above all, dry, even in rainy weather, waterproof bags or backpacks are essential for cyclists.

Seniors on the e-bikehttps://www.fashionindustrynetwork.com/profiles/blogs/seniors-on-the-e-bike2021-04-27T02:11:45.000Z2021-04-27T02:11:45.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

In just two years, from 2017 to 2019, the number of accidental e-bike users doubled, from 5,100 to 10,600. The number of fatalities rose from 68 to 118 people.

The number one risk group is seniors, among whom the pedelec is enjoying growing popularity. 60 percent of the pedelec users killed in 2019 were over 70 years old. These figures are given in the latest traffic safety report by the Dekra expert organization in Stuttgart.

"Older people are often inexperienced cyclists if they have not been using a conventional bicycle for a long time and use the increased convenience of the electric drive to now dare to get back on the road," explains Luigi Ancona, Dekra accident researcher. "Also, it is not only seniors who often underestimate the unusually high acceleration performance of pedelecs." The resistance of the body is also significantly reduced in older people. As a result, they injure themselves more quickly and, above all, more seriously when falling than young cyclists.

"For older people, even a small fall can have fatal consequences," says the accident researcher. The study assumes that the problem will worsen over the next few years due to the age structure of the population and the popularity of e-bikes. The baby boomers grow into old age with an increased risk of injury when cycling. In 2018, 93.2 percent of the pedelec riders killed were 45 years of age or older. Ancona urgently recommends pedelec and bicycle riders to wear a suitable protective helmet in addition to a foresighted and considerate riding style. The latter is not even the case for every fourth adult. In the dark season, you should also ensure good visibility. When driving at dusk and night there is reflective clothing, such as a safety vest.

Michael School wants to tame the traffichttps://www.fashionindustrynetwork.com/profiles/blogs/michael-school-wants-to-tame-the-traffic2021-04-08T05:58:07.000Z2021-04-08T05:58:07.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

For many years, the delivery and collection traffic around the Michaelschule in the district of Bickern has been increasing and many drivers do not obey the traffic rules: parking is prohibited, excessive speed in the streets around the Michaelschule. Parents, the municipal security service, and the staff repeatedly asked individual parents about the wrongdoing, but only a few parents changed their behavior.

A project group headed by parent representative Oliver Schomaker is now trying to find a long-term solution to the situation and in doing so they discover the "traffic tamers", a program by Angela Baker-Price, which is published by the NRW mobility network. The aim is a permanent change in behavior among all those involved.

In the first step, with the support of the Wanne-Eickel traffic watch, all children were given a reflective safety vest, so that they can be seen by all road users, especially in the darker half of the year. They should wear the vests and come to the school gates without a car. To motivate the children to wear the vests, each child collects a star for their class when they wear the safety vests. If the number of stars collected is set, a joint reward is given, which the children can determine themselves.

In the first week, this is already implemented by most of the children: of the current 413 students, over 360 children wore their vests on Thursday (24.9.2020) and came to school on foot.

Further promotions for the current school year

Little traffic tamers are supposed to tame the dangerous dragon cars by walking their way to school. Big traffic tamers should increasingly abandon their cars. Interested parents are also trained by the police so that they can support all children on their way to school.

In the main phase, a project week is to take place this school year, which deals with further ideas and possibilities for mobility education.

The children are increasingly moving independently and safely in traffic. The environment is protected as not as many car exhaust fumes are emitted. The neighbors of the Michaelschule can also drive the streets more easily at the start of school.

All children who move before the start of the class have a big advantage because they arrive at school more alert. The first need for communication and exercise is satisfied by the way to school and these children can get involved in learning much better.

THE CABINET OBLIGED PEDESTRIANS TO WEAR REFLECTIVE CLOTHINGhttps://www.fashionindustrynetwork.com/profiles/blogs/the-cabinet-obliged-pedestrians-to-wear-reflective-clothing2021-03-19T02:22:06.000Z2021-03-19T02:22:06.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

The Cabinet of Ministers of Ukraine has made several changes to the traffic rules. In particular, pedestrians were required to wear reflective clothing. Failure to comply with this rule is subject to a fine.

According to LB.ua, earlier the use of reflective elements by pedestrians was only advisory. Now, every pedestrian who moves in the dark (or in poor visibility) along the road is required to wear a reflective vest or stickers on his clothes.

It is reported that this measure will reduce road deaths by five to six times. The driver can see a person in reflective clothing from 130-150 meters. And in dark clothes, even with the headlights on, a pedestrian can be seen only 25-30 meters away.

Pedestrians who will not wear reflective elements on their outerwear will be fined, according to today.ua. The amount of the fine will be 510 hryvnias, although when the bill was considered in the summer, it was ten times less, only 51 hryvnia.

It should be noted that this rule applies only to those pedestrians who move along the carriageway or the side of the road. Walking around the pedestrian zone is still allowed without wearing "lanterns".

In Ukraine, pedestrians were obliged to wear reflective elementshttps://www.fashionindustrynetwork.com/profiles/blogs/in-ukraine-pedestrians-were-obliged-to-wear-reflective-elements2021-03-29T07:57:47.000Z2021-03-29T07:57:47.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

The Cabinet of Ministers decided to amend the Traffic Regulations. Some of them oblige pedestrians to wear reflective elements in the evening and at night. Also, this rule applies to those situations when there is poor visibility on the roads. Note that earlier this rule was only a recommendation.

Pedestrians will now have to wear reflective inserts on their clothing while driving on the roadway and the side of the road. These can be stickers, reflective tapes, vests, or other things with such elements so that the driver can notice the pedestrian at a greater distance.

Penalties

According to Today.ua, the fine for non-compliance with the rule will be 510 hryvnias. Or pedestrians can be warned.

purpose

The authorities took this decision to protect not only pedestrians but also other road users. It is known that reflective elements help to reduce mortality by six to eight times, therefore, thanks to these inserts on clothes, the driver can see a person at a distance of 130 meters.

According to experts, this rule will simply shift the responsibility for road killings from drivers to their victims. For example, in Poland, the number of accidents decreased after the construction of safe pedestrian crossings.

Recall that the Cabinet of Ministers also made a change in the traffic rules, which allows cyclists to ride on the lane of public transport. Taxi drivers and passengers will now also have to wear seat belts.

Seeing and being seen is the be-all and end-allhttps://www.fashionindustrynetwork.com/profiles/blogs/seeing-and-being-seen-is-the-be-all-and-end-all2021-04-06T06:22:55.000Z2021-04-06T06:22:55.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

Seeing and being seen is the be-all and end-all in road traffic. Especially now in autumn, cyclists are increasingly out and about in cloudy weather, twilight and darkness. "To increase visibility and reduce the risk of accidents, we recommend light-colored clothing and reflective elements, for example," says the managing director of Verkehrswacht Münster, Christoph Becker. "On the other hand, functioning and complete lighting on the bike is mandatory".

Mandatory, active bicycle lights include a white front headlight and a red rear light, which can also have a parking light function. These can be permanently installed with a dynamo or operated as clip-on lights with a battery. Battery lights must be installed if necessary, but this can also be the case during the day if visibility is poor due to fog or rain. So it is better to always carry it with you.

Retro-reflectors or reflectors are also required. To the front, a white large-area reflector must work towards the rear. The pedals need yellow reflectors that work to the front and back, and the wheels also need lighting that shines to the side. Either it can be a circumferential white reflective stripe on each side of the tire or white reflective sleeves on each spoke. The classic variant, however, is the "cat's eyes". Modern LED headlights have a high light output and must be set so that they do not dazzle other road users.

"We want you to get through the dark season safely," Becker continued. "Invest a few euros in perhaps a small repair, because money cannot pay for your health and that of other road users." Incidentally, those who ride their bicycles with inadequate lighting or disregard lighting regulations risk a fine of at least 20 euros.

New rules for e-scooters in Palma de Mallorcahttps://www.fashionindustrynetwork.com/profiles/blogs/new-rules-for-e-scooters-in-palma-de-mallorca-12021-03-16T01:56:22.000Z2021-03-16T01:56:22.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

The City Hall of Palma de Mallorca has issued a new regulation on electric scooters. "For everyone's safety, we encourage all children to wear it all year round, between home and the stopping point, when getting on and off the bus," concludes Claire Gasnier, head of the education department.

Highway distractions cause pedestrian accidentshttps://www.fashionindustrynetwork.com/profiles/blogs/highway-distractions-cause-pedestrian-accidents2021-03-03T02:26:53.000Z2021-03-03T02:26:53.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

It is during the night hours and the fall and wintertime that the most accidents involving drivers and pedestrians are reported, according to a Hillsboro police officer.

In Washington County alone, 11 deaths were reported in 2018 and seven in 2019 of pedestrians struck by vehicles.

Officer Ernesto Villaraldo recommends not trusting and always being alert if you go out for a walk or run in your neighborhood.

He also recommends wearing a safety vest or clothing with reflectors or using lights when going for a walk. "During the hard lockdown phases, people were less on the move, which the e-scooter rental companies also felt," said Frank Schneider, mobility expert at the TÜV Association (VdTÜV). "Also, mobility behavior has changed in general. Many people are currently avoiding local public transport for fear of infection with Covid-19." Instead, they are increasingly traveling by bike, car, or e-scooter. "In winter, however, trips with electric scooters are not without risk," emphasized Schneider. "Just like bicycles or motorcycles, e-scooters are single-track vehicles.

How dangerous is e-scooter driving in winter?

E-scooters can also be driven in winter. But it always depends on the weather and the current road conditions. In the cold season, it is dark for a long time, rain or fog can impair the view and it is often slippery on roads and paths. Especially on cycle paths or cobblestone streets, it can quickly become slippery when there is frost, snow, or ice. E-scooter users should therefore pay attention to the weather conditions in winter.

In which weather conditions should e-scooters no longer drive?

If there is heavy snow or ice, you should refrain from driving e-scooters and switch to other means of transport. In these cases, the landlords should also lock their e-scooters immediately to avoid accidents. The rental companies can use their smartphone apps to inform their customers about local extreme weather conditions such as black ice and temporarily suspend the rental.

Which technical requirements should e-scooters meet in winter?

There are no special technical requirements for winter, for example, special winter tires, for e-scooters. Regardless of the time of year, the TÜV Association believes that e-scooters should be equipped with indicators. This is not yet mandatory. If e-scooter drivers signal a change of direction with a hand signal, they have to let go of the handlebars. This affects the driving stability and increases the risk of a fall. E-scooter drivers should also wear a helmet inside. But helmets are not required. Occasionally, rental companies have already started equipping their e-scooters with indicators, larger tires for greater driving stability, and a helmet. These examples should catch on.

What do e-scooter drivers have to consider in winter?

Driving an e-scooter is not difficult, but it takes practice. Beginners in particular: when using it for the first time, you should take your time and practice driving on safe terrain. For example, parking spaces or side streets with little traffic are ideal. E-scooter drivers should also pay attention to their clothing. Good visibility is an important safety factor, especially in the dark season. With light-colored clothing, reflective accessories, or a safety vest, users of e-scooters are recognized much earlier, especially by drivers. Also, the clothing should be sufficiently warm and protect against the wind. It's even colder on e-scooters than on a bike, as the riders hardly move inside.

About the TÜV Association: The Association of TÜV eV (VdTÜV) represents the political and professional interests of its members towards politics, administration, business, and the public. The goal of the project is an appropriate level of accident prevention and permanent improvement in rail transport safety.

In July this year, during an official ceremony organized by the Office of Rail Transport, thirty-six representatives of the railway market and various organizations and enterprises signed a Declaration on the development of a safety culture in rail transport. The project is to encourage signatories to promote proper practices and behaviors that will eliminate threats. Railway transport, although it remains one of the safer forms of communication, in the case of serious incidents generates much greater moral and financial losses than road transport. Meanwhile, studies show that in Poland there are over 1,000 incidents per year, including over 600 accidents. The main reasons for such alarming statistics include non-compliance with regulations and low awareness of Poles related to the potential danger.

One of the signatories of the Declaration is 3M Poland. For years, the company has been actively involved in activities that promote solutions that effectively eliminate hazards, both in the work environment and in the transport industry itself. Every year, the company organizes hundreds of OHS training in Poland - for its employees as well as for business partners. Also, 3M in Poland has created a nationwide campaign 'Protect your world', targeted at representatives of various sectors. Its purpose is to show that the health and lives of our loved ones may depend on compliance with a few simple rules. As a partner of the UN Global Compact Network, the company also supports projects such as the "Safe Transport Program" or the Yearbook publishing house.

3M Poland also creates technologically advanced products and solutions, including personal protective equipment for employees, as well as reflective films, used in the production of road signs, ensuring visibility from over 150 m, and thus - increasing safety, e.g. at railway crossings. Also, 3M Poland cooperates with leading manufacturers of rolling stock by providing flame-retardant and certified industrial adhesives and reflective tapes, as well as contouring tapes for clear marking of rail vehicles.

"Our company is known as an innovation leader, producing thousands of products that change reality. However, the creation of scientific inventions and their commercialization are inextricably linked to the ideals we believe in 3M. We know that human safety is one of the highest values, which is why we constantly develop and promote solutions that help protect health and life," said Alain Simonnet, Managing Director of 3M Poland and added, "I am proud that we have been invited to this project and thanks to this we will they could jointly ensure the promotion of the highest standards in Polish rail transport."

The draft Declaration was presented for the first time by the Office of Rail Transport in March 2016. To date, it has already been signed by a total of over 160 entities - representatives of public institutions, carriers, rolling stock manufacturers as well as entrepreneurs and representatives of scientific units, including those not related to the railway industry. The signatories' task is, in addition to improving the technique and organization of work, primarily to shape employee awareness and promote the principles of safety culture.

Project partners can also participate in the Competition for the President of UTK Award, whose main goal is to distinguish people and entities that, thanks to their activities and implemented projects, contribute to an increase in the level of safety in rail transport.

Beware of Halloween costumes that compromise safetyhttps://www.fashionindustrynetwork.com/profiles/blogs/beware-of-halloween-costumes-that-compromise-safety2019-12-26T08:52:01.000Z2019-12-26T08:52:01.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

Here's a Halloween warning you've probably never thought about: Your child’s bulky or puffy costume might pose a serious safety hazard when riding in his or her car seat. Pedestrians are required to wear reflective material elements for three years and, according to BESIP, the regulation has paid off. There were significantly fewer accidents in the Zlín Region.

Two bikers died during one weekend in the Vsetín area, both were 26 years old. A 77-year-old woman died in Slusovice and was hit by a passing truck.

Altogether twelve crosses were added to roads in the Zlín Region this year. The upcoming autumn and winter periods may significantly worsen the statistics. Experts warn of early dimming and frequent fogging.

"Decreased visibility is a very common cause of accidents," regional police spokeswoman Lenka Javorkova confirmed.

The situation in the Zlín Region has improved significantly in the last three years when pedestrians are obliged to wear reflective elements outside the municipality.

"The number of accidents in which they were involved has dropped significantly," BESIP Regional Coordinator Zdeněk Patík pointed out.

The improvement of the situation is also evidenced by the fact that there were no "invisible" pedestrians among this year's traffic accident victims. But among the injured, yes.

At the end of September, the police registered 115 traffic accidents with pedestrians. Of these, 34 clashes took place under reduced visibility. But only one accident happened outside the village when the pedestrian did not have mandatory reflective tape elements. A bicycle man knocked him down the bike path.

It is worth mentioning, however, that two other pedestrians suffered injuries in poor visibility within the village, although in places where there was no public lighting.

"I would very much like the obligation to wear reflective elements to extend to municipalities or across the board. Luckily, clothing manufacturers are also taking it, reflectors are increasingly visible," says Patík.

Drivers do not address poor lighting or poor vision

However, the obligation to be seen is often not respected by drivers. "One-eye cars, which some of the lights do not illuminate, you meet several dailies," confirmed Patík.

This is one of the reasons why a preventive security event aimed at correctly adjusted headlamps has recently taken place across the Republic. It was joined by services that offered the service to motorists for free.

In cooperation with BESIP, it takes place regularly, always in the autumn, when the issue of lighting is more current. The spare bulb is no longer part of the obligatory equipment and the excuse that it has broken right now and the driver is heading for service is more than normal.

But the drivers themselves have to see. During the summer, free sight-seeing took place in several places in the country, and in Zlín the participants could take part in the Barum Rally in August and again before the end of September. Several hundred people took the opportunity. It was a simple eyesight test on a special screening device that revealed whether the person could see well from a distance on the left, right and both eyes simultaneously.

The results confirmed what across the country. They see well 58 percent of those tested, while 14 percent of them should not sit behind the wheel at all. And less than a third should not drive without glasses or contact lenses.

"Every meter that the driver cannot see determines the speed of the reaction and whether it causes an accident," Patík pointed out.

The worst situation is in the age group for over 35 years. At that time, vision begins to deteriorate large sections of the population. However, people get used to the gradual deterioration of vision, and until they begin to limit it, they do not solve it and often come to the eye doctor late.

"It happens that on the first visit to the office one has two and a half dioptres without knowing it. A big problem may be, for example, the cataract of which he does not know, or the consequences of injuries or strokes," said Jana Strnadová, an ophthalmologist from Vsetín.

This year, the police register 3,336 accidents in the Zlín Region. Of these, 12 were fatal and 86 people suffered serious injuries. When comparing the same periods, from January to the end of September, this is at least the last four years.

The most victims were those nine months in 2017 when 21 people died on the roads in the Zlín Region. The number of seriously injured was again the highest in 2016. At that time it was 149 people.

The number of slightly wounded practically does not change, but always slightly exceeded a thousand.

Positive information is provided by statistics on the number of accidents involving alcohol. Also, this year is the least for the period under review. Out of the total number, there were 185.

Autumn road safety campaignhttps://www.fashionindustrynetwork.com/profiles/blogs/autumn-road-safety-campaign2019-10-14T06:12:37.000Z2019-10-14T06:12:37.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

From autumn to winter, the days get progressively shorter. I want to make sure I don't have a night accident.

The autumn national traffic safety campaign has started. During the exercise period up to the 30th, enlightenment activities will be carried out in various places with the slogan "Evening night charm".

According to the prefectural police, the number of fatalities in traffic accidents this year is 43, down 5 from the same period last year as of the 18th. Prefectural police and traffic organizations need to alert drivers and pedestrians through enlightenment and enforcement to reduce the number of tragic accidents.

What needs special attention is night traffic accidents. As of the end of August, 15 pedestrians were killed by being hit by a car at night. Victims did not wear reflective material that responded to the light of the car to signal the presence of pedestrians. In the night accident last year, no one died using reflective materials.

In the traffic safety movement, reflective materials are often distributed in street campaigns and traffic safety classrooms, but the prefectural police analyzed that few people took home and pasted them on their shoes. Currently, I am trying to help paste it on the spot. As the slogan of the movement, it is a reliable existence that protects itself just by attaching the reflective material. If you have reflective tape at hand, I would like you to use it.

It is also necessary to call attention to people who have few opportunities to experience enlightenment activities. During the period of exercise, the prefectural pharmacist association will distribute 800-story reflectors and enlightenment leaflets to the store at 800 pharmacies.

Accidents will not go away unless the number of people who are committed to traffic safety is increasing. Prefectural police and traffic organizations are required to further expand efforts to reach out to people with precautions and messages to prevent accidents.

Enhance driver awareness is also essential. As of the end of August, the prefectural police have detected 2282 cases, 679 more than the same period of the previous year, as they did not stop even though pedestrians were trying to cross the pedestrian crossing. It is a number that tells how the driver is not turning to pedestrians.

From autumn to winter, the number of children and elderly people who go home after dark will increase. Dusk hours before and after sunset are particularly prone to accidents. It is important to make it possible to detect pedestrians and bicycles that are going to cross early by turning on the lights earlier than usual or by turning the lights upward when there is no car ahead.

Mandatory car equipment. What is also worth having?https://www.fashionindustrynetwork.com/profiles/blogs/mandatory-car-equipment-what-is-also-worth-having2019-10-16T05:39:41.000Z2019-10-16T05:39:41.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

The law strictly regulates the issue of mandatory equipment of the car. It mainly includes a fire extinguisher and a warning triangle. Failure to comply with the regulations may result in unpleasant consequences in the form of a fine of up to PLN 500. There are also several additional items that, although not legally required, are always worth having on hand. What are we talking about?

Regardless of the situation, there should always be a fire extinguisher and warning triangle in our car, because this is required by Polish traffic regulations. Lack of any of these items of equipment exposes us to a financial penalty of up to PLN 500. A triangle is also required in the event of a car breakdown - if we do not position it behind a stationary vehicle, we are exposed to another ticket. Some provisions contained in the ordinance of the Minister of Infrastructure of December 31, 2002, on the technical conditions of vehicles and the scope of their necessary equipment, leave a lot of room for our interpretation, which is not necessarily favorable for us.

In the case of a fire extinguisher, the regulations very clearly say that it should be placed in an easily accessible place if necessary. But what does "easily accessible" mean? Can the trunk be considered such a place? An over-zealous police officer may decide not - especially if the fire extinguisher is under a spare wheel or a pile of other objects. The fire extinguisher should be functional - although the fact is that the expiry date itself should not be the basis for punishing the driver with a fine.

Fire extinguisher? Warning triangle? What about the first aid kit?

Contrary to popular belief, the first aid kit does not belong to the mandatory equipment of the car. The law neither regulates its content nor requires it to be in the car. However, it cannot be denied that her presence can be invaluable when an accident occurs.

The first-aid kit is one of the first things that comes to mind when we talk about the mandatory equipment of the car, and yet in the ordinance of the Minister of Infrastructure, there is no word about it. Nevertheless, we should always have it on hand. In the event of an accident, the first aid kit can decide if a seriously injured person can be saved.

We can only hope that Poland - like our neighbors, Germany, the Czech Republic, and many European Union countries - will soon regulate this issue. The first aid kit should be equipped with at least bandages, latex gloves, thermal foil, resuscitation mouthpiece, dressings, and scissors.

Remember driver documents!

According to the law, from October 1, 2018, the driver is not required to bring with him the vehicle registration certificate or a document confirming the possession of a valid civil liability policy. Earlier, a fine of PLN 50 was threatening them. However, you always have to have your driving license with you.

"Having civil liability insurance is mandatory for all owners of registered vehicles. However, you should not only take out the purchase but also the policy continuity. An over 14-day break in the possession of civil liability may result in a fine of up to 4,500. Although the price of liability insurance depends on the data related to the driver and his vehicle, it is usually several times lower than a possible penalty. Also, checking the offers of various insurers in the online insurance comparison site can result in a price lower by up to half than buying a policy directly from an agent," says Stefania Stuglik, an expert in motor insurance at rankomat.pl.

Additional car equipment - what else is worth carrying with you?

In addition to the first-aid kit, there are other elements that every cautious driver should put in the car. It can even be a reflective vest with reflective tape that will significantly increase our safety if we are forced to leave the vehicle in the middle of the road late, as a result of a breakdown of our vehicle or by helping accident participants.

Car breakdowns can occur far from the city and car service, so you should also have spare bulbs, fuses, a wheel, and a set of tools to replace them, including a jack and appropriate keys. A tow rope or a spare fuel can also be useful.

What you have to carry in your carhttps://www.fashionindustrynetwork.com/profiles/blogs/what-you-have-to-carry-in-your-car2019-08-23T07:46:17.000Z2019-08-23T07:46:17.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

Do you know exactly what to keep in your car to avoid paying a fine? Many drivers still have uncertainties about the mandatory equipment.

Not surprisingly, last year and this year there have been several legislative changes that have changed the years of rules. For example, spare bulbs, fuses, and tow rope are no longer compulsory, and in some cases even spare wheel and tire.

On the other hand, the Accident Report form has been added, which you should carry with you in every case. Therefore, we bring you a detailed summary of what the car must not be missing, with an explanation of how to use the required components correctly and the amount of the fine you pay if your car does not contain all the essentials.

If you are a pedant, it certainly does not hurt to go beyond what the law requires. A tow rope, light bulbs or fire extinguisher can still be obtained.

What you need to have and whatnot in your car

A spare wheel with a disc and spare tire is required. The disc and tire must be of the specified size. Along with the "spare", you must also have a nut wrench or wheel bolt in your car and a hand jack with a load capacity equal to at least the load on the most heavily loaded axle of the vehicle or the weight of the lifted part of the maximum permissible gross weight. The jack and the spare wheel are already included when you buy the vehicle, so you only need to respect these requirements if your spare wheel or tire is damaged and you need a new one. In any case, it is a good idea to check the spare tire pressure from time to time so that you are not under-inflated when changing the wheel after a puncture. The pump is not part of the mandatory equipment. It is also good to check that you have a special attachment in your vehicle to remove the safety bolts or nuts. Otherwise, the banal replacement of the damaged wheel may turn into a nightmare.

The obligation to have a spare wheel does not apply only to vehicles which are equipped with run-flat tires on all wheels, which enable an emergency stop even after a puncture, and which are equipped with sensors to identify the defect on each wheel.

Also, vehicles with a special puncture repair kit need not have a spare tire. It contains a compressor and glue that can repair a damaged area when inflating the tire.

Keep in mind that with the so-called driving range, you can only drive at the speed indicated on the sidewall or disc. Mostly no more than 80 km / h. On run-flat tires, the speed is also limited to 80 km / h and the range to a maximum of 200 km. However, this should be ample enough to reach the nearest tire service.

Every vehicle must be equipped with a reflective vest or safety clothing. It can also be overalls, pants, jacket or raincoat. The color of the reflective vest doesn't matter. It is essential that it complies with STN EN 471 and that it is within easy reach of the driver so that he/she can wear it before leaving the vehicle. Keep it in the front passenger compartment or door. Never keep your vest in the luggage compartment! While the law does not say how many reflective vests are to be in the vehicle, it is important to note that if the driver leaves the vehicle after the breakdown, but also the passenger, or other crew members, all are obliged to wear reflective safety clothing with reflective tape. Therefore, carry at least three waistcoats in the vehicle.

Each vehicle must be fitted with a reflective warning triangle. However, it must be a triangle that is ECE 27 approved. If your vehicle is an obstacle to road traffic, you are required to place a triangle in the commune of at least 50 and outside the commune on a first-class road or highway at least 100 meters behind the vehicle. Do not forget to wear a reflective vest before doing so!

Since last November, when a new decree regulating the mandatory equipment of vehicles came into force, passenger and light commercial vehicles do not need to be equipped with replacement bulbs or fuses. It is logical to replace a burnt-out bulb in modern cars today is more a job for a professional mechanic than for an ordinary motorist. However, if you own a model that makes it easy to replace the bulb, it will certainly not hurt you to keep the bulbs with you.

Also, the tow rope is no longer a mandatory part of the equipment of passenger and light commercial vehicles. Towing a modern car is very dangerous. If the towed engine is not working, neither the power steering nor the brake booster is in operation, which can lead to a serious accident. In this case, prefer towing service. However, if you decide to tow the car, remember that the maximum speed, in this case, is limited to 60 and that the towing vehicle should have the sidelights on. It is also good if the drivers of the vehicles agree on signs that they will communicate while driving before towing.

Fire extinguisher - NO

The fire extinguisher is not part of the mandatory equipment of passenger cars and light commercial vehicles. It must only be carried by drivers of larger passenger cars of categories M2 and N2 and above. However, having a fire extinguisher is certainly not a waste. You can never guess what misfortune you will encounter on the road. With a fire extinguisher, you can save your life as well as the lives of other motorists if you accidentally witness a traffic accident.

First Aid Kit - YES

First aid kit is mandatory equipment of all cars. Since last year, exclusively new, orange first-aid kits with new packaging, new layout, new contents, and first aid card have been on sale. If you have an older first-aid kit, you don't have to worry. There is a transitional period. If you put a first aid card into this first aid kit, you should have used it until mid-2012. But beware! The contents of the first-aid kit mustn't be expired. In this case, you may be fined for the inspection as if you did not have a medicine chest at all. And remember, not giving first aid is a crime. The Criminal Code makes it clear that "a driver who, after a traffic accident in which he was involved, fails to provide the necessary assistance to a person who has suffered injury, although he may do so, will be punished by imprisonment for up to three years".

Do you know where to place the triangle in an accident?https://www.fashionindustrynetwork.com/profiles/blogs/do-you-know-where-to-place-the-triangle-in-an-accident2019-08-26T09:16:29.000Z2019-08-26T09:16:29.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

A triangle can save your life - if you know how to use it right. But, as with nearly any activity, it comes with inherent risks that can keep you on your toes. From inattentive drivers on the road to unexpected obstacles on the trail, there are some potential hazards that runners of all backgrounds and skill levels can fall prey to.

"It's important for everyone to use common sense and practice safety," says Nancy Hobbs, founder and executive director of the American Trail Running Association. "Be alert, be prepared. Weather is not gender-specific, nor is running out of food or water, encountering an animal, or tripping over a rock and breaking an ankle."

Brian McPherson, an endurance athlete who lives and trains in Boulder, Colorado, competes in major marathons and trail races year-round and all over the country. He can confirm that one key factor-awareness-is important for all. "I believe safety tips are helpful for any runner, even if it's just a refresher," he says. "We all get complacent at some point, especially as training ramps up and fatigue starts to set in."

Here are several practical safety tips that can help you avoid dangerous situations on the road or trail:

Bring Your Phone Along

Your phone is not just good for taking sweaty selfies or Instagrammable pictures of your running route-it can also be a valuable tool in case of emergencies. "Always carry a cell phone, and make sure the battery is charged," says Hobbs, adding that it's best to run in places that have a good cell signal. Enabling the medical ID function or downloading GPS tracking apps are some easy and effective ways your phone can help to keep you safe.

Maybe you hate running with your phone, or it's not always possible to have a buddy along with you on a run. In these cases, McPherson recommends sharing your plans-where you'll be and how long you expect to be out with a friend or family member. "Be proactive to let someone know you are out on a run or leave a note just in case something unexpected happens." Also, do not forget to text your contact when you've finished your run and are safely back home.

Consider the Weather

Whether (no pun intended) you're planning on racking up miles on the roads or tackling the trails, it's wise to check up on any precipitation predictions so you know what's in store during your run. "Be prepared for the conditions as they are and what they might become," Hobbs says. "If there is lightning, find a trench or someplace low and covered. Better yet, do not go out if lightening is threatening. "

A peek at the weather forecast can also help you determine how to gear up appropriately, particularly when running surfaces are slick. "Always be sure to wear appropriate footwear for the terrain you are running on. For example, opt for a nicely treaded sole on a rainy day," McPherson says.

Protect Yourself

In areas frequented by potentially dangerous wildlife, Hobbs strongly suggests carrying appropriate gear, such as bear spray or loud whistles to scare off predators. However, the same could be used in encounters with human assailants-ignore verbal harassment and avoid confrontation if possible, but have mace or some other type of self-defense spray easily accessible for worst-case scenarios. As mentioned earlier, it's also ideal to have your phone handy in case you need to dial 911.

Be Mindful of Dogs

If you are a dog owner, use a leash out of consideration for fellow runners who are not keen on being jumped on, knocked off balance, or potentially frightened. Conversely, those running without four-legged friends should try to keep a wide berth around leashed pets so as not to trip over a long lead or the dog itself.

Worried About Your Surroundings? Ditch the Headphones

Not only do headphones make you vulnerable to approaching traffic or potential attackers, they often make for unpleasant interactions with others who are out on a run. "I cannot tell you how many times I've come upon a headphone-clad runner who is clueless that I am coming up behind them (even when I say hello)," Hobbs says. "If the person cannot hear me, they also cannot hear a rattlesnake in the bushes."

Cannot go without your headphones? Consider a brand like Aftershokz, where the speakers wrap around your ears instead of going directly in, meaning you can still hear loud noises right around you.

Be Seen

Running while facing traffic is generally the best course of action, but McPherson suggests using your best judgment for which side of the road is safest to run on based on shoulder space. "I will oftentimes switch sides of the road on dangerous blind corners or hills," he says.

And, while pounding out those miles in the cool of the morning or night is a great way to avoid overheating in the warmer months, it also makes it harder for runners to see-and to be seen. McPherson urges runners who are out on dark roads to wear brightly colored or reflective clothing with reflective tape and a light source. "Always have a headlamp when it's dark so you can see clearly and prevent injuries. Plus, it helps commuters to easily identify you as a runner."

Police officers with the mayor gave away their reflective vests againhttps://www.fashionindustrynetwork.com/profiles/blogs/police-officers-with-the-mayor-gave-away-their-reflective-vests2019-07-03T06:01:16.000Z2019-07-03T06:01:16.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

Officers of the Poviat Police Headquarters on Wednesday (8 May) once again this year carried out the campaign "Safe bicycle season 2019." These were joint road and city authorities' activities in favor of cyclists' safety, consisting of giving the cyclists their reflective vests.

On Wednesday morning, policemen from the road club focused their activities in this area, where many cyclists appear.

The aim of the activities was to improve safety on the roads of unprotected road users by increasing their visibility. On that day, cyclists came to receive reflective vests funded for residents by the city authorities. It was handed by the mayor Krzysztof Kaliński and the head of the traffic section Mariusz Kajewski. In total, 50 reflective vests were distributed.

The police are encouraged to wear reflective vests not only in the evening but also during the day. Vests significantly improve the visibility of the cyclist and thus increase its safety on the road.

It should be remembered that the reflective vest with reflective tape does not release from the obligation of proper lighting and bicycle equipment.

"In addition, we would like to remind you that in connection with the beginning of the cycling season, the popularity of this means of locomotion in the city and the thefts of two-wheelers appearing during this period, we continue the campaign of marking bikes last year," adds the policewoman.

Police officers from the Poviat Police Headquarters can mark a bicycle with any interested person. Engraving and a durable sticker, as well as creating a database of these two-wheelers will certainly scare away bicycle thieves.

The reflective vest disappeared from the obligatory outfit. The ministry says nohttps://www.fashionindustrynetwork.com/profiles/blogs/the-reflective-vest-disappeared-from-the-obligatory-outfit-the2019-06-11T05:34:08.000Z2019-06-11T05:34:08.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

With the October Decree, drivers have no obligation to drive bulbs or fuses in their car, and the contents of the first-aid kit have changed. Almost no one has noticed, however, that a reflective vest is missing in the mandatory equipment. The ministry tried to simplify the decree and go through the Austrians. However, experts point out complications in interpreting the law.

The Ministry of Transport has simplified the technical equipment of the car. Decree No. 208/2018 Coll. Came into effect with the first October day of last year, which amended the decree on the approval of the technical competence of the car and on the technical conditions of operation of the vehicle on the roads. For example, you do not need to carry spare bulbs in a car, for example, which most drivers can no longer replace, or fuses or, in certain circumstances, a spare wheel. And from the first-aid kit, the drivers could take out a lot of things.

The Czech Republic was one of the last countries where the law ordered drivers to carry the equipment. By decree, the Ministry has simplified many things and is actually going through the Austrians, who also do not have to carry everything from a flashlight to a light bulb in their car, but their equipment is mostly related to the driver and is more on his responsibility than he wants to be prepared for. You can find a detailed overview of the changes here.

But few have noticed that after the revision, the reflective vest with reflective tape has been dropped from the decree, and thus from the mandatory equipment of the car, also recommended and expertly discussed. This is already mentioned only in the Act on Road Traffic No. 361/2000 Coll., According to which the driver must wear it in the case when it is moving on the road outside the village during an emergency stand. There is no obligation to wear reflective elements in the village.

Experts criticize the gap in the law, as this innovation can lead to speculation in the technical and roadside control of the car, but also to reduce road safety.

"I'm surprised that almost no one noticed. All of them, after the amendment of this decree, were limited to information on bulbs, fuses and the contents of the first-aid kit. Thanks to this, we almost missed the big topic of visibility of road users and possible complications associated with missing a vest in the vehicle," comments the transport specialist Martin from Dekra, who drew attention to the hole in the paragraphs.

He added that it is necessary to alert the driver to the absence of a vest in the compulsory gear, as this should be clearly and completely defined in the decree to avoid speculation and speculation about the interpretation of the law. Now, drivers need to have a vest in the car.

The ministry insists that the vest remains compulsory. However, it is not really in the decree. Therefore, the editors asked for an interpretation of the transport law expert Michal Diablo. "It is necessary to distinguish between compulsory equipment, that is, what must be in the vehicle at all times and between what the driver must sometimes wear. And since the reflective vest has dropped out of the Decree on Technical Approval and Technical Conditions for Vehicle Operation on October 1, 2018, there is no doubt that it is no longer part of the mandatory equipment," Dlabola pointed out.

Likewise, Roman, an expert on transport safety, sees the new Vision Zero security platform. "The reflective vest is no longer listed in the mandatory vehicle equipment. It is hard to say whether this is a mistake or a ministry's intention," he said.

The topic of visibility is often discussed and road safety experts often resemble the vest. In addition, since February 2016, the obligation to have reflex accessories for pedestrians outside the village has been introduced in the Czech Republic. "For this reason, the absence of a reflective vest appears to be a mistake in the compulsory equipment of the vehicle. If there is a mistake, the immediate remedy is in place," Bednar appeals.

What does it mean in practice? The driver doesn't have to drive her in the car. "This means that if the driver does anything other than move on a road outside the village in an emergency, due to an accident, failure, or nausea, no one can skip it and fine for not having a reflective vest in the vehicle. The police cannot blame the driver even if he/she is in an emergency state in the village or if he/she is in a state of an emergency outside the municipality, but does not move along the road," explained Michal Dlabola, an expert on transport law.

Since the vest is not directly listed in the decree, it should not be interested in the STK technicians as part of the mandatory equipment of the car, which may not cause it to malfunction during the technical test of the car and threaten the driver that his car will not pass MOT due to a missing vest. Only mandatory equipment items are subject to control.

Carabineros Checks school transport before the start of schoolhttps://www.fashionindustrynetwork.com/profiles/blogs/carabineros-checks-school-transport-before-the-start-of-school2019-05-21T07:47:13.000Z2019-05-21T07:47:13.000ZStella Qihttps://www.fashionindustrynetwork.com/members/StellaQi

With this campaign, we seek to verify the conditions required by the Ministry of Transportation for the safe transfer of schoolchildren and preschoolers.

An important campaign of control of the school transport is carried out by the officers of the Integration Model of the Carabineros Community MICC of the 65th Commissariat of Pirque.

The Second Sergeant Lorena Sepúlveda Vergara, referred regarding the inspection carried out in the commune.
