Fashion Building : The Fashion Building NYC

How does a building owner name a building? More importantly, how is it possible to name your building "The Fashion Building". Does the building actually have to maintain a specific percentage of fashion companies to qualify? Or can the building actually have no fashion companies and still be called the Fashion Building???

Today in New York City, I saw a building with big letters across the side that says, "The Fashion Building". This started me wondering if this is the only building in New York that can be called The Fashion Building. Do they have some sort of official approval to use this name on their building?
Is it possible to have more then one building with the same name in the same city or state?
If a building owner does in fact need special permission to name a building, do they have to pay a fee to the city? Is their actually a building naming department at city hall??? I am sort of joking, but I assume the answer may be yes.
Anyway, I know that this post is full of questions. I am not expecting answers, I was just curious...
By the way, I do not own any large office buildings (or small office buildings). However, if I did own a building, it would be great to call it The Fashion Building. Well, if only one is permitted per city, I am too late...
