Cyclist arrest sparked debate over the new law

Last Tuesday, two days after the entry into force of the Law of Road Coexistence, there was what until yesterday seemed the most controversial incident around the implementation of the regulations. A young woman reported through social networks that she was detained - according to her version, with excessive force - by Karabiner while she was riding on her bicycle in the sector of Tosca, in the capital.

 

The cyclist, who identified herself as Parthia Dinette Codas, was taken to a police station, where she received a part for traveling without a helmet.

 

The arrest was recorded with his cell phone by the cyclist and design student Cynthia Halma (20), who that same day, just before, had received a fine for not wearing a reflective vest which has reflective tapes, although it was 16 hours and there was still light solar.

 

After receiving the sanction, Cynthia sat in a square on the corner of the downtown area of ​​Av. Manuel Rodriguez with Father Miguel DE Bolivares. There he observed that another cyclist waiting for the green light was approached by a couple of carbines. Seeing that the girl was being held, she began to record the incident.

 

The video shows Parthia, who does not wear a helmet, while she is handcuffed by the police, while her bicycle appears lying on the ground a few meters away.

 

"In this case maybe it's okay to have the part taken by not wearing a helmet, but I think it's not okay to act carbines, because they threw her off the bike even though she was calm," he described.

 

From Karabiner, meanwhile, they specified that the detainee, when her documents were requested, refused to identify herself. For this reason, she was taken to the nearest police station, where her identity was verified and the fine was served.

 

Daniel Luau, from the Contraceptive Vial Network, considered "worrisome the number of complaints from cyclists who have been fined unjustifiably, as is the case of Cynthia Halma." He also stated that the entry into force of the new regulations has been accompanied by "serious errors in communication and control".

 

Luis Steven, executive secretary of the National Traffic Safety Commission (Consonant), noted that as the new law is in its first days of application, "people who have a legitimate divergence could make their discharges before the local police judge, which is the one that finally resolves ".

 

Steven stressed that, for the authorities, "the important thing is to note the benefits of the new law because there have been voices that have tended to generate confusion in the citizenship."

 

After a bad time, Cynthia is still critical of the way in which the application of the norm has been initiated in its first days. "The law is fine, but that is respected because it is not good to take apart for not wearing a reflective vest during the day". "Doing this is discouraging the use of the bicycle," he said.
