Where to study Fashion Design

I m 25 years old and I want to study fashion design. I m not that great in sketching but not that bad either, I mean not like an illustrator. However I can create a lot of new designs but can't draw in paper properly. However, I can do with draping I guess. I'm already 25, so I'm a bit worried like am I too late to start. But I want to ask is that is it very necessary to study in a very reputable college or in one of the five fashion capitals (namely France, Italy, Japan, UK or USA) to become an international designer. Or in short can I become a designer in Italy, France or USA without studying there? Please guide me. Thanks in advance.
