Recommended Minimum

Hi, I have 10 t shirts designs for now that I want to send them to print so I can start moving my business.  But my problem is that I don't want to start with a lot because this my first time, plus I don't have a high budget.  Most of the manufacturers I have contacted print starting 2000 and up per design.  One of them prints 1800 per size, per color, weekly, continuously!! that's impossible for me!    1800 t- shirts  in total maybe!! that would be more reasonable for me.  Others print very little but don't have the screen printing method requirement I need (most of them specialize in uniform, promotional items or commercial/advertisement t shirts, you know the one that are just simple centered logo on the t shirt).  

 My questions:

1. Are 10 designs too many options to start with? should I do less?

2. How many prints per design to start?

3. Should I send to make samples first and then sell my t-shirt line with the samples to a retailer (that way I will really know how many to print) or should I risk myself and have everything done then go out and sell my t shirts?
