article placement on fashion magazines

Hi everyone, I just began working on PR for a fashion designer and I am facing an issue placing her designs (hats and dress pieces) on the interior pages of magazines. How do I convince a fashion editor to use my pair of shoes or a skirt for a selection of products around a theme. For example look at these clippings: http://www.rafe.com/press/rafepress.php How does it works? do I have to send samples of the products to the magazines? do I have to be close friend of the editor? thanks in advance for your advice!!!
