Hi Brooklyn. One good way is by doing what I'm doing now - commenting or offering advice or perspective to part of your target audience. Often comments on blogs allow you to attach your URL, which coupled with an interesting comment, can generate traffic. They may also inspire the blogger to add you to their blog roll... this 3rd party endorsement is pr for the social media age. Also ensure your posts are tagged so google picks you up in search results. You may also join networks such as independent fashion bloggers, where you can place a profile and 'network' with other bloggers. i don't know of any blogs that 'advertise' (ie. pay for promotion)- it's all about below the line communication techniques, as above.
