I know all these guys but it will come across better if you approach them as an independent designer who has done a little homework on what and whom they stock and feel they could be the type of stockist you could see displaying & selling your merchandise. Go online and check these stores out, see who they stock and at what price. Retailers hate when they are targeted blindly by designers and salespeople without any idea of what they do.
Millinery is a specialist area so not all stores will be stockists of hats, most boutiques i supply may or may not carry a few, its difficult to say, but bottom line, if they love something enough and there is enough hype behind it to drive custom into their stores for it, they will buy into it if the price is right for them.
Don't mention me, i think too many designers already have so it will boring to them by now! just go for it yourself and see the reaction.
Your biggest problem will be if they want to see the hats!

Camille, remember that price is both King & Queen right now here in London and the UK so make sure when you send these guys some info that you quote them DDP prices ( landed prices which includes duty). They hate buying product at one price and then getting hit with a separate duty bill. Also if you have any celebs wearing your styles, drop that in also.

P.S don't try for a UK agent straight away, try to get at least one or two stockists first, having delivered merchandise to them, then agents will be more inclined to work with you.
