Soliciting high-end children's wear lines

I am looking into opening a high-end children's clothing boutique in the Boston area. There is definitely a demand, especially the niche known as "tweens". How can I go about soliciting lines such as Chloe, Philip Lim, and Little Marc (Marc Jacobs)?? Any help would be greatly appreciated.
