Hi Lia,
What's your education?
The Hair & Make up artists I hire most can do both Hair and Make-up and the best of those have gone to school for both to get their state certifications.
Then, they went on to assist anyone and everyone they can. You contact the Hair & make up reppping agencies and make yourself available to them for assisting, eventually, if you're good, you will be able to network into bigger and longer jobs and eventually jobs on your own.
You can always get TFP jobs from photographers looking for trade but to get into the bigger work I think you have to have your education behind you and then try to get work assisting the Hair & make-up people who are working with the bigger repping agencies - doing celebrities and advertising & editorial work.
Of course, you have to be in one of the big market cities as well.

Just my opinion!
Hope that helps!

Hi Lia,
I'm not familiar with work in Philly but here's what I can suggest:

1) You're VERY close to NYC! Don't let a little drive stop you!
2) Contact the best beauty & fashion & editorial photographers in Philly & NY and ask them that same question. Most of them will be happy to answer you.
3) Do a web search for stylist rep's - but my best suggestion is to talk to working photographers near you first. If you get photographers to suggest agencies that means they may be using a stylist rep for artists and they are more likely to be legit and not just an internet presence or scam.
4) Certification will keep the doors open for the bigger jobs where the competition is greatest. But get a rep to tell you the same thing. I'm a photog. Ask them if certification wiould help and if so, how much will it help. Then decide on more school - but keep contacting and keep trying to assist people doing what you want to do. This kind of networking will snowball for you if you are good at what you do.
Best of luck!
Chuck
